Luxembourg mobilizes 1.7 billion euros for public research players, within the framework of multi-year agreements 2022-2025, an increase of 17.6% compared to the previous ones (2018-2021).The University of Luxembourg thus sees its envelope garnished to reach 908 million.If the state is generous, it also expects results for the benefit of the economy, the population and the future of the country.

On January 13, the Minister of Higher Education and Research Claude Meisch, and the officials of the University of Luxembourg (UL), public research centers (see box) as well as the National Research Fund (FNR) signed the multi -year conventions between the State and the institutions, for the period 2022 to 2025.And the state puts its hand in the pocket since the overall envelope reaches 1.7 billion euros, an increase of 17.6% compared to the previous one.The UL thus sees its own increased by 16.9% to exceed 900 million euros (908.28 million).

Money but what for?

To allow UL to develop specific projects in different fields, the three priority (common to all different organizations) being: "Digitalization and data", "Sustainable development and energy" and "Medicineand health ".

In terms of "digitalization and data", the UL will create the creation of an ethics center for digitalization which will address and anticipate the ethical, social, governmental and legal challenges of digitization.The University will also develop new and reinforced activities in the field of high performance calculation, data science and quantum IT, as well as digital teaching and learning, in particular through digital pedagogiesand strengthening its media center.A new master's degree in media studies and digital culture should also see the light of day.

908 millions d’euros pour l’Université du Luxembourg

In the field of "medicine and health", the university is entrusted with the mission of developing its medical education offer.It will set up university training programs in nursing care and will continue its momentum towards excellence in the field of biomedical and translational research, including psychosocial research.Its activities already in place, such as biomedicine of systems, neuroscience and oncology, "digital health" as well as the social and economic aspects of health and well-being will also serve as the basis for these new initiatives.With regard to "sustainable development and energy", the university must in particular prepare and integrate the principles of sustainable development in research, in education, dialogue with society and development and management of campuses.But the strong project aims to create a new interdisciplinary center focused on environmental systems (Provisional name: Interdisciplinary Center in Sustainable Systems).He will be interested in hydrogen as a source of sustainable fuel and will be deployed in collaboration with Le List.

Objectives and results

For the first time, multi -year agreements also provide for activities common to the various structures, around four missions in connection with digital technology at the service of personalized medicine, financial technologies of the future, education, training and skills in the 21stcentury, climatic and energy challenges.“These missions are above all a collective commitment to public research to feed and strengthen the economic and social development of the country.The concept of missions is based on the model of the triple propeller, ”explains Claude Meisch.Understand: "Reinforced collaborations between public research, higher education and the economic world and society in general".

If the endowments are important, they are accompanied by a whole series of criteria and objectives to be achieved.Institutions undertake in particular to generate revenues (third -party financing).To "motivate troops", a "bonus" (35 million, + 90%) is planned.It is distributed "between institutions on the performance criterion in the context of the EU research and development framework program", specifies the Ministry of Higher Education and Research.More specifically, it rewards the teams and research groups that have been successful and accumulated "successes".

Teams that will also expand since the increase in envelopes should promote the creation of 500 to 600 jobs in public research, for all the actors concerned.An increase that again is not negligible, the Grand Duchy with around 3,000 scientists and researchers.
