Covid-19: what the vaccine pass could look like, studied this Monday in the Council of Ministers
The bill on the vaccine pass will be presented to the Council of Ministers, this Monday, December 27. It aims to "strengthen the tools for managing the health crisis" and will be examined by parliamentarians during an accelerated procedure. The economic magazine Capital, which was able to consult the draft law, assures that the government intends to convert the health pass into a vaccination pass in order to access several places and activities, from January 15, 2022.

Thus, trade shows, restaurants, fairs or even interregional transport could be concerned. Capital thus takes the example of a round trip Paris-Lyon by transport, which will no longer be possible with the presentation of negative tests. “A certificate of recovery or a certificate of contraindication to vaccination can replace the proof of vaccination status” specifies the bill, according to Le Parisien who was also able to consult it.
However, the health pass will continue to exist. To access health and medico-social establishments and services, this will always be valid, according to Capital. The fight against vaccination pass and/or health pass fraud should be strengthened, in particular by allowing the people responsible for checking to verify the identity of the holder of the health pass.
How will the vaccination pass be validated?
To date, several French people are struggling to find slots to receive their booster dose of the Covid-19 vaccine. So what would be the criteria for the validity of the vaccination pass?

If you have received two doses of vaccine, the last of which was less than four months ago, your vaccination pass will be valid. A person who has been vaccinated with a single dose after contracting the virus, and that it was done less than four months ago, the vaccination pass will be valid.
The government is studying the "2G+" track
In the preliminary draft law, consulted by Le Parisien, a decree would fix the cases "in which the interest of public health and the state of the health situation impose an accumulation of supporting documents". Concretely, this would mean that to go to certain public places it will be necessary not only to be vaccinated, but also to present a negative test.

This strategy is based on the so-called "2G+" rule: the name refers to the "G" of "geimpf" ("vaccinated" in German) and "genesen" ("cured" in the same language). Some public places rely on even stricter restrictions and require a vaccination pass but also a negative test. For the time being, people who also benefit from a complete vaccination scheme with a booster dose, can benefit from this "2G+" status. In these spaces, it is assumed that a vaccinated person can still be infected with the virus.
