Social housing: the Senate points the limits of the SRU law

The reform of the SRU law is part of the objectives of the bill "4D": differentiation, decentralization, deconcentration and decomplexification, presented in the Council of Ministers on May 12, 2021.Although the law of transformation of the urban landscape aims to promote the construction of social housing, it is always debated as evidenced by several studies and reports.

The difficulties crystallize around article 55 of the Urban Solidarity and Renewal Law of December 13, 2000 which sets the target of social housing at 20% or 25% of the main residences in the 2,000 municipalities concerned.

Thus, out of 2,070 municipalities, 1,065 would be in deficit and 280 deficiencies and therefore sanctioned by fines.

More than a lack of will of elected officials, the report evokes a statistical objective too far from local specificities and the practical constraints facing the different territories.
