The integrated security contract: a partnership tool contributing to public safety and peace

The integrated security contract, initiated by the Prime Minister last April, is a new partnership tool complementary to the departmental crime prevention plan drawn up for the 2020-2024 horizon.

It embodies a reciprocal commitment between the State and local authorities in terms of public safety and tranquility policy.

The CSI is based on a shared diagnosis and covers different fields of action: • security • territorial issues • justice • crime prevention • fight against radicalization and separatism.

The CSI provides for concrete actions, in particular: • increasing the presence of security forces on its territory, • developing video protection, • strengthening local justice.

The global approach must associate all the actors involved: • police and national gendarmerie • services of the Ministry of Justice and National Education • actors in specialized prevention and treatment of young people • means of local authorities in particular municipal police • transport managers • social landlords • private security companies

The State and the city of Puy-en-Velay are committed to deepening the close partnership that binds them in terms of security in order to diversify their offer of response across the entire security continuum, in the center of city ​​as well as in the outlying districts. In the field, this materializes in particular by: the strengthening of the police-population link for the purposes of crime prevention and the improvement of the response provided to citizens, the increase in joint national police foot patrols / municipal police to ensure the tranquility of citizens, especially in the evening, the amplification of the partnership between the 2 entities to increase the complementarity of the mission perimeters of each entity without substitution; the co-construction in a concerted manner, including with social landlords and public transporters, of a plan for the deployment of video surveillance on the scale of local issues; establishment of partnerships with social landlords and public street social mediation programs to deal with incivility and delinquency

Specific state commitments

The specific commitments of the State are part of the daily security policy in order to offer a response adapted to the characteristics of the city of Puy-en-Velay as well as in its inter-municipal area.

As such, the State specifically undertakes to:

• maintain staff finely adapted to maintaining urban tranquility • secure the number of social workers in police stations and maintain relations with psychologists dedicated to the National Police; • propose actions aimed at improving police/population relations (awareness-raising actions, satisfaction surveys, specific operations of contact with the population, etc.); • maintain a high quality of service in the "Rescue Police" response to calls from residents and organize a systematic callback, within a reasonable time, of unanswered calls 17, • increase the visibility of the national police in the streets of Le Puy-en -Velay, thanks to reinforced foot patrols, • mobilizing the FIPDR to support the multi-year plan for the deployment of video protection for the town of Le Puy-en-Velay, • promoting the deployment of an operational reserve, • continuing the reception of interns/apprentices/civic services within the police services, in particular through the 10,000 young people plan;

Specific commitments of the city of Puy-en-Velay

The municipal police are an essential and decisive link in public safety and peace. By intervening upstream for the prevention of good order, in dialogue and listening, and by sanctioning when it deems it necessary, the municipal police of Puy-en-Velay is a daily and local police force.

The city of Puy-en-Velay intends to continue and expand its commitments and its administrative organization with regard to the employment of police officers throughout the municipal territory with the following ambitions:

• strengthen the municipal police force; • participate alongside the national police in public tranquility with the widening of the use of night shifts;

In addition, the city intends to bring together within the Urban Supervision Center (CSU) all of the video-protection of the city and the agglomeration of Puy-en Velay and to develop the tools, technologies and the expertise to support the interventions of the security and emergency services. In connection with the State, the City will continue a process of deploying cameras on the concerted and shared municipal territory. It will respond to the needs, strategies and improvement of the interventions of the public security and risk prevention services.

The city of Le Puy-en-Velay is committed to identifying mechanisms or places to listen to and welcome public tranquility and to support project leaders aiming to act for the prevention of delinquency.

Justice

The judicial authority is an essential link in the prevention and treatment of crime. As such, the city of Le Puy-en-Velay will support the programs carried out by the judicial authority. In order to materialize this partnership, the parties will engage in discussions to draw up a city of Puy-en-Velay/Justice agreement.

As part of the strengthening of the means of the judicial authority for local criminal justice, the Puy-en-Velay judicial court has benefited from the reinforcement of 2.5 civil servant jobs.

In this context, the State undertakes to:

• maintain the adequacy of the penal response with the ponote situation; • maintain the enhanced cooperation of the Public Prosecutor's Office on the treatment of domestic violence, with regard to both victims and perpetrators; • organize local groups to deal with delinquency in order to permanently link the territory,

For its part, the city of Le Puy-en-Velay undertakes to: • increase the number of offers of Works of General Interest (TIG) and Unpaid Works (TNR). It will thus propose to participate in information actions allowing a better knowledge of these systems within its services.

Crime prevention

Crime prevention is a central issue of the Integrated Security Contract between the State and the city of Le Puy-en-Velay, which will deepen the mobilization of all stakeholders in order to deal with this question in all its dimensions.

As such, the State undertakes to:

• maintain, depending on the specific “urban policy” credits allocated, the financing of actions in favor of the inhabitants of priority neighbourhoods; • mobilize credits from the FIPDR and MILDECA to continue supporting projects in the territory; • be present and provide all the necessary information during the Puy-en-Velay CISPD; • to continue information campaigns aimed at the general public on its action; • reinforce the information of companies in the fight against economic and financial fraud; • roll out throughout the year awareness-raising, information and repression actions adapted to the challenges of the moment (anti-hold-up plan, holiday tranquility operation, etc.); • support the players in the follow-up unit for people with psychiatric disorders;

For its part, the city of Le Puy-en-Velay undertakes to:

• relaunch and steer an inter-municipal security and crime prevention council (CISPD in order to have an analysis and overall consideration of crime at the level of the most relevant perimeter); • lead the relationship between the various actors involved in nightlife in the city center and have a strong ambition in terms of mediation; • launch a reflection, in particular with State services, on the issue of wandering.

Minors and education

As such, the State undertakes to:

• Act on the prevention of school dropout via the relay workshop located at the Jules Vallès college; • Preventing and detecting school dropout with institutional partners through the school dropout monitoring and support platform and the national education system to combat school dropout; • Develop cyber-harassment prevention actions in the city's colleges; • Incorporate the civic journey into the lines of establishment projects; • Support the rise of the National Universal Service (SNU), in particular by promoting the participation of young people living in the 2 Priority Districts of the City (QPV) of Guitard and Val-Vert; • Pursue partnerships with the Pôle Info Jeunesse (PIJ), as part of its missions; • Promote the discovery and practice of artistic, cultural and sporting activities for young people and families, especially those living in priority neighborhoods; • Accompany and train the facilitators of the leisure centers on the prevention of online harassment, moral and sexual violence, etc.; • Continue to raise the awareness of civic service volunteers in the territory of the commune to the challenges of secularism.

For its part, the city of Puy-en-Velay is committed to improving the prevention of delinquency, incivility and the treatment of violence in schools.
