Pôle emploi funding
Some young people can also go through Pôle Emploi to finance their driving licence. This concerns people aged at least 18, registered with Pôle Emploi and not receiving unemployment benefit. As for the CPF, it is necessary to justify the need to pass the permit to find a job, whether because the position requires it or because the young person is in an underserved region in terms of public transport. In the amount of 1,200 euros maximum, the aid is paid directly to the driving school of the young person by Pôle emploi, and this in three instalments. To obtain the first payment, the driving school must send Pôle emploi a certificate of registration of the young person as well as of follow-up of the apprenticeship. The second payment is made if the young person passes the code exam and the third payment is made upon presentation of one of these three documents: proof of obtaining the licence, of two participations in the practical exam or of completion of 30 hours of driving lessons.
Driving license grants
Issued by certain municipalities and reserved for young people aged 18 to 25, driving license scholarships allow part of the cost of the examination to be covered. In exchange, the young people must undertake to carry out a voluntary activity of collective interest, such as an associative mission or services to the municipality, lasting 40 to 50 hours. The amount of aid, which varies from 200 to 1,000 euros depending on the municipality, is paid directly to the driving school. To obtain it, the young person must justify that he is not able to finance his entire driving license himself and it is then up to the municipal council to accept or refuse the scholarship according to the case. To find out if your city is implementing this financial assistance, you can turn to your town hall.
Social driving schools
Young people can go through a social driving school to get their driving license. These driving schools have the status of association and are reserved for people, young or not, in financial difficulty. Funded by grants from communities, these establishments offer to pass their license for a price much lower than those of the market, and some even offer completely free support. Although there are no fixed criteria, young people with no schooling or low qualifications are generally accepted, beneficiaries of the RSA, job seekers, people from a priority neighborhood or even those with disabilities. There is currently no platform that lists all the social driving schools, but you can call on your local mission, Pôle emploi or any type of social worker to find out about the establishments near you and find out if you are eligible.

Regional and departmental aid
Young people can also knock on the door of their region, because some of them offer aid specially dedicated to young people to help them finance their driving license. This is particularly the case of the Ile-de-France region, which since March 1, 2021 has offered aid of 1,300 euros to young people who need a driving license to get a job. Similarly, the Auvergne-Rhônes-Alpes region has set up the “Pass'region” for young people. As with driving license scholarships, financial aid of 1,000 euros is granted in exchange for the young person's commitment to an associative mission. Some departments, such as the Oise with the “Pass Permis Citoyen”, have implemented similar measures.
The Youth Aid Fund (FAJ)
Young people encountering major financial or social and professional integration difficulties can turn to the youth aid fund, managed by the departments. The FAJ can be requested for several reasons, including the passage of the driving license. Young people aged 18 to 25 whose application is accepted will thus be able to receive aid of 1,000 euros or more depending on the department (Seine-Maritime, for example, issues aid of 1,500 euros) to pass their exam. The FAJ is allocated under certain conditions, such as a promise of employment or a training project requiring obtaining the permit.
Help for young people with disabilities
For young people with disabilities, the Association for the management of the fund for the professional integration of disabled people (Agefiph) offers financial assistance for obtaining a driving licence. The amount of this is fixed at 1,000 euros, but can go up to 1,300 euros in the event of development of the training permit for the young disabled person. To obtain it, it is necessary to build a file with the support of a Cap emploi or Pôle emploi adviser. This aid is granted to young people aged at least 18 who need a driving license to exercise their professional activity or to find a job. Another reason to turn to Agefiph: the association can also participate in the financing of the purchase of a vehicle, for a total amount capped at 4,575 euros.
