The compensation is paid to anyone earning less than 2,000 euros per month, but the assessment of income is done differently depending on the case.
For employees
Employees must have carried out an activity in October 2021, but it is the average net remuneration between January and October 2021 that is taken into account. 2,000 euros net correspond to approximately 2,600 euros gross per month on average. For temporary employees and those working for several employers, it is the accumulation of their income which must not exceed 2,000 euros. For employees of private employers, the 10% allowance for paid leave will not be taken into account in the calculation.
For the self-employed
Self-employed workers must have been active in October 2021. It is the annual activity income for 2020 that will be taken into account in the calculation. The net income used is that calculated during the annual declaration of income. If the activity was created between January and October 2021, the income condition will automatically be considered satisfied.
Micro-entrepreneurs must have achieved, between January 1, 2021 and September 30, 2021, an amount of turnover or revenue at least equal to 900 euros, i.e. an average of 100 euros per month, to be entitled to the indemnity. For the income from activity to remain below 2,000 euros monthly, the turnover must not exceed 4,000 euros for craftsmen, 6,897 euros for traders and 3,030 euros for the liberal professions.
For civil servants and contractual public agents
As for private sector employees, it is the average income between January and October 2021 that will be taken into account for the income of civil service workers, and here too the ceiling of 2,000 euros net monthly corresponds to approximately 2,600 gross euros approx. It is only the situation in October 2021 that will be taken into account to assess the income of jobseekers. This concerns category A (no activity) and D job seekers, who are in training or on sick leave. Job seekers in category B or C may be entitled to inflation compensation, but not as job seekers.
For retirees
The income ceiling for retirees will be 2,000 euros, as for all other eligible categories. Initially, it was announced that for them, the ceiling would be 1,943 euros (ceiling of exemption from the CSG at the full rate, below which 70% of them are, according to the government spokesperson).
The income taken into account will be basic and supplementary pensions, the minimum old age and survivors' pensions. They will be appreciated only for the month of October 2021.
For recipients of social benefits
Income will be assessed for the period of October 2021 only. Beneficiaries of certain social minima will be entitled to inflation compensation without a means test: allowance for disabled adults (AAH), active solidarity income (RSA), additional allowance for (ASI), Overseas Solidarity Income (RSO), shared child education benefit (full-rate PreParE), financial assistance for social and professional integration (AFIS), assistance for family life and social (AVFS).
For the young
For several other categories, the income will be assessed only over the period of October 2021. These are scholarship students or not, apprentices and beneficiaries of a professionalization contract, trainees in vocational training, including schools second chances, young people supported by the public employment service, young people in civic service and those in Epide (establishments for integration into employment).
When will it be paid?
The first concerned were the scholarship students: the payment was made to them on Monday 13 and Tuesday 14 December 2021. The self-employed workers and employees of private employers were the following. The compensation was paid on December 16 to self-employed workers excluding micro-entrepreneurs, on December 20 to home-based employees, and on December 23 to micro-entrepreneurs, if Urssaf or MSA already had their bank details. Only employees of private individuals declared in DNS or by an agent will receive the allowance only in February. In December, the payment was also made to certain private and public employees, "for employers who can", said Minister of Public Accounts Olivier Dussopt. The government press kit already stated that this would be effective in most cases, and that the payment would take place no later than January 2022. Farmers also receive the compensation in December or at the latest in January.
Most civil servants will receive the allowance with their January salary. For local authorities and health establishments, the payment must be made "as soon as possible by January 2022". Recipients of certain social benefits (active solidarity income, disabled adult allowance and shared child education benefit at full rate) and non-scholarship students will receive the bonus from 20 January. Job seekers must receive it on January 25, young people in PACEA at the end of the month. Recipients of other social benefits, young people accompanied by youth guarantee or civic service and volunteers in EPIDE should receive their compensation in January, without a specific date announced.
Disabled people, artist authors and self-employed sailors will receive inflation compensation in February 2022. Retirees will be the last to be served since they will also be entitled to it in February, and even at the end of the month. , according to the retirement insurance which specifies that the payment will be separate from that of the retirement pension.
How do I receive inflation compensation?

On the employers' side, they have "the obligation, by law, to pay the aid", warned the government. In return, they benefit from a reduction in employer contributions equivalent to the amount of the premiums paid, so that it costs them nothing. The government has undertaken that this reduction will immediately follow the payment of the bonus. For local authorities and health establishments, funding is provided by budgetary appropriations.
Each person can only receive the compensation once. For people who are eligible for it in several ways (several employers, accumulation of minimum social benefits with a grant, a pension or an income from activity, employee having a parallel independent activity, retiree carrying out a remunerated activity, etc.), steps must be taken to receive the one hundred euros of inflation compensation only once.
Employees and civil servants
Employees and persons in another situation giving right to the allowance (recipients of social benefits, for example) receive it from their employer. Only employees on full-time parental leave receive their allowance from the family allowance funds. Employees with several employers receive inflation compensation from their main employer, "that is to say the one with whom the employment relationship is still ongoing, or failing that, the one for which they have worked the most hours during the month of October". Employees must notify their other employers so as not to receive two hundred euros. This is also the case for public officials with several employers. Temporary employees receive inflation compensation from their temporary employment company.
Employees who chain short contracts excluding interim (CDD of less than a month) are among the only ones not to have an automatic triggering of the bonus, if the cumulative working time with the same employer is less than 20 hours. In this case, they must report to one of their employers, ideally the one with whom the contract is still in progress or the one with whom they have worked the most hours. The same principle applies for public contract agents cumulating short contracts.
In order for the payment to be automatic, employees of private employers must communicate their bank details to Urssaf. In addition, employees working in France but residing abroad are not eligible for inflation compensation.
Self-employed
Self-employed workers receiving social benefits receive the allowance from Urssaf, or, where applicable, the MSA. If they also carry out a salaried activity, they must inform their employer that they receive the allowance as a self-employed worker, so that the latter does not pay it to them a second time.
Jobseekers
Pole Emploi recipients who had an activity in October 2021 (category B and C) receive the inflation allowance if they meet the conditions, but it is then paid by their employer and not by Pole Emploi, unlike job seekers. job having had no activity during this month (category A and D). Job seekers who also benefit from social minima receive the bonus from the organization that pays them these minima (Caf or MSA) and not from Pole Emploi.
Retired
Retirees who carried out an activity in October, whether it is a combination of employment and retirement, gradual retirement, or holders of active survivor's pensions, will see the compensation paid by their employer and not by their retirement bonus. For the others, it will in the vast majority of cases be Carsat which will carry out the processing, and for those who do not receive any pension from the general scheme, one of the pension funds to which they belong.
Students and apprentices
Apprentices, beneficiaries of a professionalization contract and trainees in a professional environment receive the allowance via their employer, like other employees.
