How are rents changing in major cities? Has the crisis forced landlords to lower their claims on certain local markets to support tenants in difficulty? In order to draw up a precise inventory of the evolution of the rental market in France, "Le Grand rendez-vous de l'immobilier" (Capital / Radio immo) receives in October, Jean-Michel Camizon, president of the association Clameur which produces the benchmark observatory on the market.
In the first part of our interview, our guest gives us an overview of the evolution of rents in France. Panorama which, as you will see, reveals that rents have increased little over the past two years (+1.68%), and above all that tenant mobility remains low, the duration of leases even tending to lengthen on this period. Another striking observation: the behavioral changes observed over the past two years on the transaction market - certain owners seeking to buy outside major urban centers or in medium-sized towns - seem, according to the figures revealed to us by Clameur, to only marginally the tenants… In summary, the large cities where tenants find it difficult to find housing, continue to suffer from a glaring shortage of housing. And the smaller ones still have an abundant supply and low rents...
In the second part of our interview, Jean-Michel Camizon gives us a preview of the results of a Clameur survey on compliance with rent controls in Paris. According to the study, 20% of leases would not be compliant on the Parisian market, including rentals whose rent exceeds by 20% the median rents that landlords must respect in each district. If this rate of non-compliance calls out, it remains well below the 40% of non-compliance recently pointed out by the CLCV association in another study. However, these two studies are not necessarily contradictory, the figures of the CLCV being probably slightly distorted by the fact that they are based on the consultation of simple rental advertisements and not actual leases. However, as we know, rental advertisements can sometimes lack the information that will be necessary for the proper assessment of the management system. Thus, the rent ceilings that landlords must respect are also defined according to the date of construction of the building… information that rarely appears on advertisements.
